課程概述

The course will use indigenous health as an example to illustrate the importance of cultural competence on global health issues. Cultural competence is a critical element of cultural safety, which also encompasses notions such as cultural awareness and cultural sensitivity. Cultural safety – defined as including a strategic and intensely practical plan to change the way healthcare is delivered to indigenous peoples – has been adopted for new approaches to healthcare and community healing by the healthcare providers who are working in indigenous community, through recognising the contemporary conditions of indigenous peoples which result from their post-contact history.

A specific attention is given to how colonialism affects indigenous health and well-beings. Basing upon the concept of cultural safety, this course will explore several indigenous health issues, including indigenous health inequalities, indigenous cultural safety, social determinants of indigenous health, indigenous ethnomedicine, indigenous mental health, indigenous eco-health, indigenous health promotion, and indigenous long-term care. In addition to lectures, fieldtrips will be arranged to visit government institutions, indigenous hospital, and indigenous communities for enhancing students’ understandings to the relationship between cultural safety and indigenous health from the global health perspective.

Objectives of this course are to help students:

1. Promote the praxis of considering perspectives of other professionals and persons from other cultures or contexts;

2. Employ self-reflection to evaluate beliefs, values, emotions, and implicit assumptions that are embedded in one’s approach to identifying and solving problems;

3. Understand population health in the context of multiculturalism, impacts of health inequality to different social groups; and

4. Develop better cultural awareness and sensitivity with respect to global health policymaking and interventions. 
課程要求
Through the visit of and interaction with tribal communities, this course aims to promote the awareness among the students concerning the difficulty and agency of the work in improving indigenous health in Taiwan. It is thus designed and delivered, based on the concept of ‘curriculum/classroom in action’, including [2 hours/session]:

1. Day 0 (Session 1): Induction and preparation day (at the College of Public Health)
2. Day 1 (Sessions 2-4): introductory course
3. Day 2 to Day 4 (Sessions 5-13): Fieldtrips at different loci

- [Day 3] Fata’an/Guangfu (Tribal Healthy Community Centre)【光復(部落健康營造中心)】
- [Day 4] Takkei/Zhuoxi (Cultural Health Station, Township Public Health Centre)【卓溪(文化健康站、衛生所)】
4. Day 5 to Day 6 (Sessions 14-18): Reflective and reflective practices, along with group presentations.

By doing so, students are required to experience and actively engage with local cultures, and have direct conversations with community health workers. Meanwhile, through these ‘inter-actions’, the students should be able to identify and learn critical issues concerning the ongoing Indigenous Health Act at the various sites.

Before entering the tribes, the students are required to work with the designated readings, upon which the follow-up discussions are based. On the last few days, there will be group discussions, along with reflective and reflexive practices regarding diverse topics, which will form an integral part of groups presentations on the final day.

透過更多的部落參訪與互動,認識當今台灣原住民族健康推展的困境或能動性。因此,這門課將以「行動課程/ 教室」的概念進行規劃安排——一方面體驗在地文化,並同時與地方的健康工作者對談。在每一個參訪的地點和議題直接與《原住民族健康法》進行對話。在進入部落之前,會提供學生相關的文獻預先閱讀,作為參訪日當晚討論的基礎資料。第五至第六天回到教室進行分組討論,包括回顧及反身思考練習,並於最後一天提出分組的專題報告。
